Climate Change and Local Government in Georgia: Assessment of Readiness and Needs
The main objective of Vlev is to evaluate the effectiveness of the actions implemented and implemented by local governments at the central and municipal levels in terms of climate change mitigation, adaptation and resilience, which includes but is not limited to the following tasks:
- Identifying the powers and obligations of local governments in terms of managing issues related to climate change at the local level;
- Assessment of the steps taken by the local self-government to eliminate the climate crisis and their effectiveness (eg implementation of the “Covenant of Mayors”, mobilization of local communities, etc.);
- Assessment of institutional and other capacities (data collection, qualified personnel, knowledge, etc.) of local governments in terms of resilience to the negative impacts of climate change;
- Identification of legal, institutional, administrative, or financial barriers that prevent effective self-government response to the needs of local populations caused and/or exacerbated by climate change;
- A study of the role and accountability of local governments in national climate policy planning.
