The destruction included the water intake for the 19 megawatt Larsi hydropower plant and the derivation pipes for the Dariali hydropower plant.<\/p>\n\n\n\n<p class=\"has-normal-font-size\">The Tergi river, which flows through the Darliali gorge, has changed its course and is running on protection blocks constructed to protect the derivation pipes of the Dariali plant.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"arve\" data-mode=\"normal\" data-provider=\"facebook\" id=\"arve-facebook-httpswwwfacebookcom100003254451388videos9507539817097416a343ba95ab8e984092028\" style=\"max-width:900px;\" itemscope itemtype=\"http:\/\/schema.org\/VideoObject\">\n<span class=\"arve-inner\">\n<span class=\"arve-embed arve-embed--has-aspect-ratio arve-embed--16by9\">\n<meta itemprop=\"embedURL\" content=\"https:\/\/www.facebook.com\/plugins\/video.php?href=https%3A%2F%2Fwww.facebook.com%2F100003254451388%2Fvideos%2F950753981709741%2F&amp;autoplay=0\">\n<iframe loading=\"lazy\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen class=\"arve-iframe fitvidsignore\" data-arve=\"arve-facebook-httpswwwfacebookcom100003254451388videos9507539817097416a343ba95ab8e984092028\" data-src-no-ap=\"https:\/\/www.facebook.com\/plugins\/video.php?href=https%3A%2F%2Fwww.facebook.com%2F100003254451388%2Fvideos%2F950753981709741%2F&amp;autoplay=0\" frameborder=\"0\" height=\"506.25\" sandbox=\"allow-scripts allow-same-origin allow-presentation allow-popups allow-popups-to-escape-sandbox\" scrolling=\"no\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?href=https%3A%2F%2Fwww.facebook.com%2F100003254451388%2Fvideos%2F950753981709741%2F&#038;autoplay=0\" width=\"900\"><\/iframe>\n\n<\/span>\n\n<\/span>\n\n<\/div>\n\n<\/div><\/figure>\n\n\n\n<p><a rel=\"noreferrer noopener\" href=\"http:\/\/www.interpressnews.ge\/en\/region\/79305-landslide-occurs-in-devdoraki-gorge.html\" target=\"_blank\"><strong>According to media reports<\/strong>,<\/a> employees at the Kazbegi checkpoint \u2013 the only legal checkpoint between Georgia and Russia \u2013 were evacuated due to the disaster. Unlike in 2014, there were fortunately no casualties.<\/p>\n\n\n\n<p>Mudflow from the glacier does not come as a surprise to those watching the project, including geologists and NGOs that have&nbsp;<a href=\"https:\/\/bankwatch.org\/blog\/second-fatal-landslide-in-georgian-dariali-valley\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>warned both the company and the EBRD<\/strong><\/a>, who remains committed to funding the project. Such flooding is to be expected in the future, as there are at least two additional rivers (Khuro and Chkhere) that threaten the water intake in place for the Dariali project that have not been taken into account by the company nor the EBRD in the project\u2019s design.<\/p>\n\n\n\n<p>Dariali is a clear example of how NOT to construct and implement a project and why it is important to ensure that the public participates in decisions about infrastructure projects. The project is also a reminder as to why it is imperative that all project related risks and proper alternatives are identified and assessed.<\/p>\n\n\n\n<p>In addition to the Dariali case, another project slated for financing by the EBRD and two other international financiers, the Asian Development Bank and European Investment Bank, at which seismic risks have been identified is the 280 MW&nbsp;<strong><a href=\"https:\/\/bankwatch.org\/publication\/nenskra-hydropower-plant-georgia\/\" target=\"_blank\" rel=\"noreferrer noopener\">Nenskra hydropower plant<\/a><\/strong>&nbsp;in the country\u2019s northwestern Upper Svaneti.<\/p>\n\n\n\n<p>Svaneti is a geologically sensitive mountainous area prone to landslides and mudflows, and the situation around the planned reservoir and the village of Nakra is critical. Nakra has a history of mudflows that have washed out the local cemetery and agricultural fields. Locals have long called for a flood protection system for fear that the planned works on the Nakra river could inhibit its ability to carry away sediments, resulting in flooding from mudflows in their village.<\/p>\n\n\n\n<p>Yet&nbsp;<strong><a rel=\"noreferrer noopener\" href=\"https:\/\/bankwatch.org\/wp-content\/uploads\/2016\/02\/review-NenskraESIA-FrankSchrader-13May2015.pdf\" target=\"_blank\">according to a review<\/a><\/strong>&nbsp;of the Nenskra Environmental and Social Impact Assessment (ESIA), the&nbsp;<strong><a href=\"https:\/\/bit.ly\/3tNtWSJ\" data-type=\"URL\" data-id=\"https:\/\/bit.ly\/3tNtWSJ\" target=\"_blank\" rel=\"noreferrer noopener\">geological hazards&nbsp;<\/a><\/strong>and potential adverse impacts on locals have not been properly evaluated. In spite of this, the Ministry of Environment issued a positive ecological expertise report on the project, effectively giving it a green light.<\/p>\n\n\n\n<p>The EBRD and other development banks should heed the lessons of Darliali and conduct a full geological assessment before any further consideration is given to Nenskra.<\/p>\n\n\n\n<p><a rel=\"noreferrer noopener\" href=\"http:\/\/bankwatch.org\/news-media\/blog\/new-damage-hydropower-project-bleak-reminder-development-bank-missteps-georgia\" target=\"_blank\"><strong>The blog has been published on the website of the CEE Bankwatch network<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>On June 23 mudflows from the Devdoraki glacier again hit the Dariali gorge and washed away a road and infrastructure connected to two hydropower projects planned in the north of Georgia.
